Expands the definition of "lawfully established unit of land" to include remainder lands left over after a portion is legally divided off from a property, even if the remainder is not separately described in the deed or land sales contract creating the new parcel

Amends ORS 92.010 (subdivision and partition law) and ORS 215.010 (county planning and zoning definitions) to align the statutory definitions

Clarifies that remainder parcels qualify as lawful units of land when the carved-out portion was created through compliant methods or by deed/land sales contract where no planning regulations applied

Excludes units of land created solely to establish separate tax accounts from the definition of lawfully established units
