Expands Oregon's telephone solicitation laws to cover text messages in addition to phone calls, applying the same consumer protections to both forms of contact

Restricts solicitation calls and texts to between 8 a.m. and 8 p.m. and limits solicitors to no more than three contacts per party within a 24-hour period, unless an established business relationship exists

Prohibits solicitors from misrepresenting or falsifying their identity, the identity of the entity they represent, or the purpose of the solicitation during calls or texts

Defines "established business relationship" as a transaction or series of transactions between a caller and party occurring within the preceding 18 months

Exempts charitable organizations, public agencies, polling/opinion surveys, business-to-business communications, and direct responses to messages received from a party from the solicitation restrictions
