Appropriates $44,549,000 from the General Fund to the Oregon Business Development Department for distribution to local governments and entities for public safety projects during the 2025-2027 biennium

Funds fire station construction and upgrades including $10,000,000 for City of Gresham Fire Station 74 replacement, $5,000,000 for South Hillsboro Fire Station 9, $3,000,000 for McMinnville Fire District, and $1,350,000 for Central Coast Fire and Rescue

Allocates $1,324,000 to Emergency Communications of Southern Oregon (ECSO) for dispatch center radios, emergency dispatch systems, radio management systems, and solar energy equipment for radio tower sites

Supports county justice and emergency facilities including $3,000,000 for Harney County jail and justice center, $2,975,000 for Lake County justice center and emergency services, and $2,800,000 for Jackson County sobering center

Declares an emergency with an effective date of July 1, 2025
