Establishes the Animal Welfare Trust, a nine-member body with seven voting members appointed by the Governor and two nonvoting legislative members, to provide grants for veterinary support services to animals in low-income households and underserved communities

Creates the Animal Welfare Fund in the State Treasury to finance trust activities through grants, donations, legislative appropriations, and interest earnings, with moneys continuously appropriated to the trust

Eligible grant recipients include agencies, animal rescue entities, community service providers, and veterinary clinics providing animal welfare services

Limits administrative costs reimbursed to the State Department of Agriculture and other supporting agencies to 5% of total fund deposits per biennium

Requires biennial reports to the Legislative Assembly by March 31 of each even-numbered year, with the first report due March 31, 2028
