Motor vehicle manufacturers and their affiliates must comply with Oregon's consumer data privacy law (ORS 646A.570 to 646A.589) when controlling or processing any personal data obtained from a consumer's use of a motor vehicle or vehicle component

Removes the standard threshold requirements (100,000+ consumers or 25,000+ consumers with 25% revenue from data sales) for motor vehicle manufacturers, making them subject to privacy requirements regardless of data volume

Existing exemptions in the privacy law still apply to motor vehicle manufacturers, including exemptions for law enforcement cooperation, product recalls, safety protection, and internal research to improve products

Passed the Oregon House on April 10, 2025 and Senate on May 15, 2025

Takes effect on the 91st day after the 2025 regular legislative session adjourns
