Excludes correctional institution guards at or below lieutenant rank from the definition of "supervisory employee" under PECBA if they are prohibited from striking, assign or direct work of others, but lack authority to hire, discharge, or impose economic discipline

Removes correctional institution guards from provisions that previously grouped them with mental hospital guards for supervisory classification purposes

Prohibits the Employment Relations Board from designating bargaining units that combine lieutenant or sergeant-rank correctional or mental hospital guards with rank-and-file subordinate employees

Grandfathers existing bargaining units certified or recognized prior to April 4, 2024 from the new bargaining unit composition restrictions

Amends ORS 243.650 and 243.682 governing public employee collective bargaining under the Public Employee Collective Bargaining Act (PECBA)
