Oregon State Board of Nursing must establish a 13-member advisory committee to study nursing educator shortages, including compensation issues, and submit recommendations to the Legislature by March 15, 2026

After the first committee dissolves by March 31, 2026, a second 13-member advisory committee must study nursing workforce recruitment and retention challenges for registered nurses, licensed practical nurses, and certified nursing assistants, with a report due December 15, 2026

Committee membership includes representatives from OHSU, hospitals, long-term care facilities, nursing associations, public and private universities, community colleges, career colleges, and the Higher Education Coordinating Commission

The Board may contract with a nonprofit organization to convene the advisory committees and may disburse up to $150,000 for the 2025-2027 biennium to carry out these provisions

Declares an emergency for immediate effect upon passage, with all provisions sunsetting on June 2, 2027
