Entities with eminent domain power ("condemners" as defined in ORS 35.215) may apply for land use permits and authorizations from counties and cities for any land subject to their condemnation authority, regardless of whether they have exercised that power

Condemners may submit applications as if they owned the land, eliminating the requirement that only property owners can apply for land use permits

Amends ORS 215.416 (county land use procedures) and ORS 227.175 (city land use procedures) to add this authorization

Applies to all types of land use approvals including permits, zone changes, and other land use authorizations required for development projects
