Increases the voter registration threshold for an affiliation of electors to qualify as a major political party from 5% to 10% of registered voters in Oregon

Requires parties to meet the 10% registration threshold no later than 275 days before a primary election to make nominations at that primary

Mandates major political parties maintain the 10% registration requirement before each primary election to keep their status

Directs the Secretary of State to verify registration levels monthly for groups seeking initial qualification, and on the 271st day before each primary for existing major parties

Takes effect July 1, 2025 under an emergency clause
