Increases the threshold for virtual public charter school enrollment from 3% to 6% of a school district's students before requiring district approval for additional non-resident students to enroll, effective 2026-2027 school year.

Mandates school district participation in open enrollment, allowing students to attend schools outside their resident district with consent from the receiving district; districts may request waivers by demonstrating adverse impacts on support services or education quality.

Creates education savings accounts for low-income students, funded at 80% of what the resident district would have received per student, with 20% retained by the resident district; funds may be used for tuition, instructional materials, tutoring, and other approved educational expenses.

Expands education savings account eligibility beginning 2027-2028 school year to include households with federal adjusted gross income up to $125,000, adjusted annually for inflation.

Takes effect on the 91st day following adjournment sine die, with most provisions applying starting with the 2026-2027 school year.
