Expands authority for domestic water supply districts to exercise sanitary district powers (under ORS 450.005-450.245) after holding a public hearing, when the district obtains water from a protected watershed

Adds new requirement that districts must obtain written consent from any existing sanitary district or service provider currently serving territory before exercising sanitary powers in that area

Qualifies watersheds as protected if located in EPA-designated sole-source aquifers (designated before September 29, 1991), recognized by Environmental Quality Commission rules as requiring contamination protection, or if the district adopts a resolution declaring water quality protection necessary for public health

Maintains existing exception for districts affected by the September 2020 wildfire disaster declaration that are adjacent to rivers serving metropolitan areas with populations over 100,000

Declared an emergency measure, taking effect immediately upon passage (passed House April 22, 2025; passed Senate May 21, 2025)
