Appropriates $5,000,000 from the General Fund to the Oregon Health Authority for the biennium beginning July 1, 2025

Directs $1,500,000 to the Oregon Community Health Workers Association for workforce development

Allocates $3,500,000 to OHSU's Office of Rural Health: $1,500,000 for mobile integrated health workforce development and $2,000,000 for local public health workforce development and retention

Permits grant funds for training programs, scholarships, wraparound supports (child care, travel, technology, wage stipends, licensing fees, course materials, student loan repayment), and professional development

Requires grant recipients to report biannually to OHA on workforce development progress; declares an emergency for immediate effect upon passage
