Raises the age limit for children of service members and Purple Heart recipients to apply for tuition waivers at Oregon public universities from 23 to 31 years old

Allows children over age 31 to qualify for master's degree tuition waivers if they can prove eligibility for the federal Survivors' and Dependents' Educational Assistance program under 38 U.S.C. chapter 35

Clarifies that qualified students may receive both a bachelor's degree waiver (up to 4 years of credits) and a separate master's degree waiver (up to 2 years of credits)

Eligible institutions include Oregon public universities listed in ORS 352.002 and Oregon Health and Science University

Takes effect 91 days after the 2025 legislative session adjourns
