Deems City of Roseburg Ordinance No. 3604 (August 26, 2024) and Douglas County Ordinance No. 2024-0901 approved and in compliance with state land use planning laws, overriding standard Land Conservation and Development Commission review processes

Removes certain properties from Roseburg's urban growth boundary and deannexes them from city limits, while adding other properties to the urban growth boundary and annexing additional land to the city

Requires the Director of the Department of Land Conservation and Development to issue an order within 30 days acknowledging all boundary amendments and approving the city's October 22, 2024 urban growth boundary exchange submission

Mandates dismissal of any appeals or objections to the city's urban growth boundary exchange and rescinds any prior conflicting department or commission orders

Declares an emergency, making the act effective immediately upon passage (passed House April 17, 2025; passed Senate May 20, 2025)
