Oregon Health Authority must approve transfers of 500+ members between coordinated care organizations (CCOs) or dental care organizations (DCOs), changing from discretionary ("may") to mandatory ("shall"), unless the transfer diminishes patient care

Transfers are permitted when a provider has contracted with the receiving organization and stopped accepting patients from or terminated services with the transferring organization

Members must be offered the choice to remain with their current organization, and providers may communicate directly or indirectly with members about their options for continuing care

Dental care organization transfers cannot result in members being transferred between different coordinated care organizations

Takes effect on the 91st day following adjournment of the 2025 regular legislative session
