Oregon Health Authority must establish the "Call Your Mom Program" to facilitate message exchanges between missing family members (ages 18-30) and their parents or former guardians through behavioral health treatment organizations

Behavioral health treatment and rehabilitation organizations must check at intake whether individuals are missing family members with pending messages in the system, and provide information to access and respond to those messages

Participation is entirely voluntary for missing family members; they cannot be required to access or respond to any messages submitted by parents or former guardians

Messages must be retained for at least 180 days after a missing family member receives access information, and all messages and related materials must be destroyed within one year

Program becomes operative July 1, 2026, with OHA required to adopt implementing rules including standards for maintaining and clearing program data
