Creates "initiating a false report in the first degree" as a Class B felony (up to 10 years imprisonment, $250,000 fine) when a knowingly false emergency report results in the death of any person at the reported location

Creates "initiating a false report in the second degree" as a Class C felony (up to 5 years imprisonment, $125,000 fine) when a false emergency report results in serious physical injury or death, or targets schools, institutions of higher education, public officials, or places of worship

Renames the existing crime of "initiating a false report" to "initiating a false report in the third degree," which remains a Class A misdemeanor for knowingly transmitting false emergency reports

Requires mandatory restitution for all convictions, including repayment of response and investigation costs plus compensation to victims for physical injuries or property damage

Takes effect on the 91st day after the 2025 legislative session adjourns
