Expands the definition of "covered product" to include any hardware, software, or service that uses artificial intelligence developed or owned by a covered vendor (such as Ant Group, ByteDance, Huawei, Kaspersky Lab, Tencent, and ZTE Corporation)

Adds a formal definition of "artificial intelligence" as a machine-based system capable of making predictions, recommendations, or decisions that influence real or virtual environments

Prohibits state agencies, the Secretary of State, and State Treasurer from installing, downloading, using, or accessing covered products on state information technology assets

Requires removal of any existing covered products from state IT systems and implementation of measures to prevent future installation or access

Allows exceptions for investigatory, regulatory, or law enforcement purposes if risk mitigation standards and procedures are adopted
