Oregon Health Authority must create an expedited licensure process for health care facilities seeking to reopen locations that closed voluntarily or due to financial hardship within the last 60 months

Licenses must be issued within 45 days for applicants who currently operate the same type of facility in Oregon, are in good standing, have no compliance issues, and meet all state regulations

Provisional licenses may be issued while applications are processed, requiring an attestation of compliance and an in-person site inspection confirming no immediate jeopardy to patient safety

Long term care facilities and residential facilities primarily serving persons under 21 are excluded from the expedited process

Applicants who surrendered a license during a licensing or abuse investigation, or to avoid revocation after suspension or conditions were imposed within the prior 12 months, are ineligible for expedited licensure
