Applies enhanced penalties for manufacturing or delivering controlled substances within 1,000 feet of preschools, including hydrocodone, methadone, oxycodone, heroin, MDMA, cocaine, and methamphetamine

Classifies most violations as Class A felonies, with hydrocodone-related offenses within 1,000 feet of a school classified as Class B felonies

Establishes minimum fines of $1,000 for unlawful manufacture and $500 for unlawful delivery of methamphetamine within 1,000 feet of a school

Declares an emergency, making the act effective immediately upon the Governor's signature
