Amends ORS 337.090 to modernize textbook distribution requirements, replacing the mandate for publishers to maintain a physical depository with flexible options including electronic/digital formats, direct shipping to schools, and partnerships with statewide distribution networks

Requires digital textbooks and instructional materials to be accessible to students, compatible with school technologies, offered at fair and consistent pricing, and compliant with State Board of Education guidelines ensuring equity for all school districts

Mandates publishers submit annual reports to the State Board of Education describing distribution methods (physical and digital) and accessibility of materials across all school districts

Directs the State Board of Education to identify cost reductions for publishers resulting from these changes and offer renegotiation of existing contracts by January 1, 2027

Applies new requirements to contracts entered into on or after the effective date of the 2025 Act
