Transfers regulatory oversight of animal rescue entities from the State Veterinarian to the State Department of Agriculture

Excludes veterinary facilities from the definition of "animal rescue entity" and removes fish from the definition of regulated animals

Requires entities housing 10 or more animals to obtain a license and pay fees determined by the department

Removes animal impoundment as a civil penalty for violations; retains license denial, suspension, or revocation and civil penalties up to $500 per violation

Directs the department to adopt rules for recordkeeping, auditing based on compliance history, and licensing requirements, replacing previously statute-specified record requirements
