Adjutant General prohibited from facilitating communications between the U.S. Department of Defense and Oregon National Guard members regarding activation under Title 10 or 32 of the U.S. Code, except for specified purposes

Permitted activations include: congressionally authorized military contingencies, national disaster response, congressionally authorized Homeland Security missions, routine training, and interstate mutual aid with gubernatorial consent

Activations for civil authority support are allowed except for law enforcement or immigration enforcement duties, unless part of border security operations limited to indirect support or surveillance

Adjutant General prohibited from allowing any activation that would render the Oregon National Guard effectively incapable of responding to statewide emergencies such as natural disasters or terrorism events

Original provision requiring immediate dismissal of Adjutant General for violations was removed in the June 18 House amendments
