Transfers regulatory authority over construction labor contractors from the Bureau of Labor and Industries to the Construction Contractors Board (CCB)

Requires construction labor contractors to obtain a CCB license with a construction labor contractor endorsement and file a surety bond in an amount the CCB specifies annually based on anticipated claims

Defines "construction labor contractor" as a person that recruits, solicits, supplies, or employs workers on behalf of an employer engaged in construction or for performing labor related to construction for another person

Adds grounds for CCB license revocation or suspension for construction labor contractors, including making false representations about employment, inducing workers to give up compensation, or soliciting workers to travel based on unavailable employment

Becomes operative January 1, 2026, with the act taking effect on the 91st day after the 2025 legislative session adjourns
