Removes the 21-day waiting period during which individuals could decline automatic voter registration before being added to voter rolls; registration now occurs immediately upon electronic record submission

Allows the Department of Transportation to exclude Address Confidentiality Program participants from automatic voter registration data transfers to the Secretary of State

Requires the Secretary of State or county clerk to cancel registration for any person who declines to be registered after receiving notification of the opt-out process

Mandates the Department of Transportation and Oregon Health Authority adopt procedures to verify citizenship and ensure data accuracy, including use of U.S. passport verification services and the SAVE (Systematic Alien Verification for Entitlements) program

Requires annual meetings between agencies to review data accuracy procedures, staff training on record accuracy, and quality control systems to prevent misclassified or incorrectly entered records
