Extends solid waste management authority currently held only by Marion County to also include Benton County, Linn County, and Polk County, allowing these counties to regulate disposal sites, set rates, grant franchises, and require use of designated facilities

Permits contracts for solid waste products, by-products, and services for terms up to 20 years

Authorizes the four counties (Benton, Linn, Marion, and Polk) to enter into an intergovernmental agreement under ORS chapter 190 for joint management of solid waste collection, disposal, and energy recovery

Allows the intergovernmental agreement to create a joint entity that can exercise county solid waste authorities and designate any participating county's facilities for shared use

Exempts recyclable materials kept separate from waste from county solid waste authority for all four counties
