Removes architectural paint containers from the definition of "covered product" under Oregon's packaging, printing and writing paper, and food serviceware producer responsibility law (ORS 459A.860 to 459A.975)

Eliminates the previous requirement that architectural paint be collected by a stewardship organization to qualify for this exclusion

Directs that any enforcement actions by the Department of Environmental Quality for violations related to architectural paint occurring on or after July 1, 2025, must be stayed or dismissed if the bill takes effect after that date

Declares an emergency, making the bill effective immediately upon passage
