Prohibits all public employees from engaging in strikes, eliminating the current right to strike that exists for certain categories of public workers after completing impasse procedures.

Requires unresolved labor disputes to proceed to final and binding arbitration under ORS 243.746 when mediation and other impasse procedures fail to produce an agreement.

Designates all strike activity by public employees as an unfair labor practice, including sitdown, slowdown, rolling, intermittent, and on-and-off again strikes.

Repeals ORS 243.732, 243.736, and 243.738, which currently designate specific categories of public employees (such as police, firefighters, corrections officers, and emergency workers) as prohibited from striking while granting other public employees conditional strike rights.

Adds a statutory definition of "emergency communications worker" to ORS 181A.355, meaning individuals whose duties involve receiving emergency communications information and dispatching emergency equipment or personnel.
