Appropriates $784 million to the Emergency Board for the 2025-2027 biennium: $100 million for general purposes, $300 million for state employee compensation changes, $75 million for collective bargaining compensation for non-state employees, $100 million for Oregon Health Authority and Department of Human Services caseload costs, $150 million for natural disaster prevention and response, $24 million for State Forestry Department fire protection, and $35 million for a veterans' home in Roseburg

Provides funding for specific programs including $10.5 million for the Universal Representation Fund, $13 million for the Community Risk Reduction Fund, $7 million for the Landscape Resiliency Fund, $5 million for the Oregon Conservation Corps Fund, and $17 million for the Oregon Essential Workforce Health Care Program

Authorizes approximately $146.6 million in lottery bond proceeds for 19 capital projects including the Willamette Falls Inter-Tribal Public Access Project ($45.4 million), Lane Stabilization Center ($14.7 million), and various hospital, housing, and municipal infrastructure projects

Appropriates funds for infrastructure grants including $150 million for seismic rehabilitation, $100 million for Coos Bay Channel deepening, $65 million for school capital improvement matching grants and broadband connectivity, and various water and wastewater system improvements across multiple Oregon cities

Makes numerous technical budget adjustments to state agency appropriations and expenditure limitations for the 2025-2027 biennium, including debt service payments, IT system upgrades, and personnel cost realignments across departments
