Establishes maximum expenditure limits for the Oregon Employment Department for the 2025-2027 biennium: $314,651,681 for unemployment insurance and workforce operations, $42,784,250 for the Office of Administrative Hearings, $109,427,132 for the family and medical leave insurance program, and $35,220,754 for the Modernization Initiative

Appropriates $41,743,207 from federal modernization funds (Social Security Act section 903(f)) for administering unemployment compensation, public employment offices, debt service, and capital improvements

Appropriates $65,000,000 from the Employment Department Special Administrative Fund for unemployment compensation administration, employment offices, debt service, and capital improvements

Sets a $192,329,282 limit on federal fund expenditures and places no expenditure limits on unemployment insurance claims from the Unemployment Compensation Trust Fund, Paid Family and Medical Leave Insurance Fund benefits, or federal Trade Act benefits

Declares an emergency, making the act effective July 1, 2025
