Appropriates $840.1 million from the General Fund to the Oregon Judicial Department for the 2025-2027 biennium, including $593 million for operations, $126.2 million for judicial compensation, $51.6 million for debt service, and $29.1 million for mandated payments.

Establishes $159.7 million in expenditure limits from fees and other non-General Fund revenues, including $119.9 million for the Oregon Courthouse Capital Construction and Improvement Fund.

Allocates $14.9 million to the Legal Services Program (distributed quarterly to the Oregon State Bar), $8.7 million for circuit court conciliation and mediation services, and $8.7 million for county law library services.

Authorizes $3.1 million in American Rescue Plan Act funds for courthouse projects: $3 million for Harney County Courthouse annex renovation, $100,000 for Umatilla County Courthouse replacement planning, and $42,549 for Hood River Courthouse replacement planning.

Includes budget realignments for the current biennium (ending June 30, 2025), shifting $792,500 and $2.9 million between funding sources for court facilities security and technology systems.
