Appropriates $117.2 million from General Fund to Oregon Business Development Department for 2025-2027 biennium, including $111.1 million for debt service, $4.8 million for arts, $807,749 for infrastructure, and $401,613 for operations

Provides additional General Fund appropriations totaling $90.3 million for previously approved infrastructure grants, including $77.2 million for grants under Oregon Laws 2024 and specific allocations to Warm Springs ($2.7 million), Port of Coos Bay ($5 million), City of McMinnville ($2 million), and other communities

Establishes expenditure limits of $437.8 million from fees and other revenues, $197.2 million from American Rescue Plan Act funds for infrastructure, and $108.5 million from the Broadband Fund

Allocates $187.5 million in lottery fund expenditures, including $78.9 million for business/innovation/trade, $66.3 million for lottery bond debt service, and $21 million for infrastructure

Declares an emergency with effective date of July 1, 2025
