Appropriates $8,476,750 from the General Fund to the State Parks and Recreation Department for debt service for the 2025-2027 biennium

Establishes $150,708,670 in expenditure limits from fees and other revenues (excluding lottery and federal funds) across five program areas, with Direct Services receiving the largest allocation at $92,064,039

Authorizes $201,020,952 in spending limits from Parks and Natural Resources Fund lottery moneys, including $80,129,375 for community support and grants and $75,719,583 for direct services

Allocates $5,467,397 from Administrative Services Economic Development Fund lottery moneys for debt service and $28,783,142 from federal funds for parks development, direct services, and community grants

Declares an emergency, making the act effective July 1, 2025
