Appropriates $547,923,500 from the General Fund to the Oregon Department of State Police for the 2025-2027 biennium, covering patrol and public safety ($318.9M), fish and wildlife ($15.6M), forensic services and medical examiner ($77.1M), administrative services ($109.7M), and bond debt service ($26.6M)

Establishes $133,390,892 in expenditure limits from fees and other non-federal revenues, with the largest allocations to patrol services ($54.2M) and support services ($41.6M)

Sets $16,640,572 in maximum expenditure limits from federal funds for patrol, fish and wildlife, forensic services, and criminal justice information services

Allocates $11,900,423 from the Parks and Natural Resources Fund specifically for fish and wildlife enforcement activities

Authorizes $2,000,000 from American Rescue Plan Act funds for deferred maintenance, capital projects, and safety improvements, with an emergency clause making the act effective July 1, 2025
