Appropriates $739,667 for operations and $2,000,000 for grants from the General Fund to the Oregon Watershed Enhancement Board for the 2025-2027 biennium

Allocates Watershed Conservation Operating Fund moneys to four state agencies: $10,039,603 to Department of State Police for fish and wildlife activities, $7,315,813 to Department of Fish and Wildlife, $8,662,840 to Department of Agriculture, and $6,965,710 to Department of Environmental Quality

Establishes expenditure limits from lottery funds of $11,599,080 for operating expenses and $711,079 for debt service, and from other non-federal revenues of $4,724,462 for operations and $40,765,582 for grants

Sets federal fund expenditure limits at $3,621,463 for operations and $57,970,114 for grants

Requires quarterly allocation of lottery funds with proportionate reductions if revenue falls short, and declares an emergency with an effective date of July 1, 2025
