Reduces State Court Technology Fund allocation from $3,887,500 to $2,927,500 from the Criminal Fine Account

Decreases Oregon Health Authority allocation for the Drug Treatment and Recovery Services Fund from $190,824,043 to $189,919,226 from the Oregon Marijuana Account

Requires the Department of Revenue to distribute Criminal Fine Account funds monthly and reduce distributions proportionately if revenues are insufficient to cover allocations
