Increases the federal funds expenditure limit for the Oregon Military Department's Washington County Readiness Center from $26,000,000 to $28,500,000

Raises the maximum expenditure limit for the Higher Education Coordinating Commission's community college bond proceeds from $56,496,994 to $58,996,994

Maintains existing federal fund limits for other projects: Siletz Bay State Airport Runway and Electrical Rehabilitation ($3,069,187), Camp Umatilla Barracks Facilities ($57,743,000), and Camp Umatilla Guard Shack ($1,100,000)

Amends sections 2 and 4 of chapter 659, Oregon Laws 2021, which established a six-year expenditure period beginning July 1, 2021

Declares an emergency, making the act effective immediately upon passage
