Celebrates the life and accomplishments of Roger Martin (1935-2023), former Oregon State Representative for Clackamas County who served from 1967 to 1978, including as Speaker Pro Tempore in 1971 and House Minority Leader from 1975 to 1978

Recognizes Martin's role as the first executive director of the Oregon Transit Association in 1978, where he helped guide creation of Portland's MAX light rail system (serving 76,000+ daily riders by 2024) and secured cigarette tax funding for transit services in every Oregon county

Honors his 44-year lobbying career (1979-2023) representing diverse clients including Alaska Airlines, Union Pacific Railroad, United Grocers, and the Oregon Catholic Conference

Directs that a copy of the resolution be presented to Roger Martin's family as an expression of sympathy and condolences
