Celebrates the life of Theodore Ralph Groener (December 25, 1941 – June 1, 2022), a former Oregon state representative who served two terms beginning in 1972

Recognizes Groener's military service in the U.S. Air Force, where he earned the Airman's Medal—the highest noncombat award for heroism—for rescuing three people from drowning

Honors his legislative accomplishments, including cosponsoring the nation's first gay rights legislation in 1973 and serving as House floor carrier for Senate Bill 100, Oregon's landmark land conservation law

Acknowledges his 30-year career (1990-2018) as a political coordinator and lobbyist for AFSCME, where he and colleague Mary Botkin were twice voted most effective lobby team by the Capitol Club of Oregon

Directs that a copy of the resolution be presented to Groener's family as an expression of sympathy and condolences
