Honors the life of Frank Wayne Smith (October 8, 1945 – December 5, 2024), a Port Orford, Oregon community member who served 27 years in the U.S. Navy, including active duty during the Vietnam War, rising to the rank of lieutenant commander

Recognizes Smith's military decorations including the Navy Commendation Medal, Navy Achievement Medal (two awards), and Vietnam Service Medal (five awards)

Acknowledges his extensive community service including chairman of the Port Orford-Langlois School District board, varsity boys' basketball coach at Pacific High School, Meals on Wheels volunteer, and Port Orford Rotary Club board member

Directs that a copy of the resolution be presented to Smith's surviving family—wife Bonnie (married 65 years), sons Todd and David, granddaughters Jadyn and Antonia, and brothers Jimmy and Bill—as an expression of sympathy and condolences
