Encourages all 36 Oregon counties that have not already done so to create and adopt natural resource plans and invoke coordination with federal and state agencies

Defines "coordination" as government-to-government communications between federal agencies and local elected officials intended to identify, consider, and resolve issues about proposed federal actions, with responsibilities being equal rather than subordinate

Cites federal legal authority including the Federal Land Policy and Management Act of 1976 (FLPMA), National Environmental Policy Act (NEPA), and National Forest Management Act (NFMA) requiring federal agencies to coordinate with local governments
