Recognizes Pander's training at the Rijksakademie in Amsterdam and his artwork influenced by his childhood experiences during the Nazi occupation of the Netherlands during World War II

Acknowledges his contributions to Oregon's art scene, including portraits of Governors Tom McCall and John Kitzhaber displayed in the State Capitol, and public commissions at Oregon State University and the Oregon Public Safety Academy

Notes his works are held in prestigious collections worldwide, including the Rijksmuseum in Amsterdam, which named his painting "New World" as one of the 100 greatest works on paper in its collection

Directs that a copy of the resolution be presented to Pander's family as an expression of sympathy and condolences
