Honors former Oregon Secretary of State Dennis Michael Richardson (July 30, 1949 – February 26, 2019), who served as a Vietnam War helicopter pilot and was awarded the Vietnamese Cross of Gallantry

Richardson served six terms in the Oregon House of Representatives starting in 2002, holding positions including Speaker Pro Tempore, Minority Whip, and Co-Chair of the Joint Committee on Ways and Means

Elected Secretary of State in 2016, becoming the first Republican to hold statewide office in Oregon since 2002 and first Republican Secretary of State since 1980

Resolution directs that a copy be presented to Richardson's family, including his wife Cathy, nine children, and grandchildren, as an expression of sympathy and condolences
