Urges the President to carry out foreign policy and national defense doctrines that are rational, well-understood, and well-reasoned

Urges the President to appoint, and the Senate to confirm, foreign policy and defense officials with sufficient professional experience and understanding of global dynamics and international law

Expresses concern about changes made during the previous administration to decades-old foreign policy precepts, including relationships with Russia and nuclear nonproliferation positions

Notes that failure to achieve these objectives may represent a "high crime" on the part of the Executive Branch

Directs copies be sent to the President, Senate Majority Leader, Speaker of the House, and all members of the Oregon Congressional Delegation
