Amends the Oregon Constitution to establish the office of Lieutenant Governor, elected by qualified voters for four-year terms with no term limits

Places the Lieutenant Governor first in the line of gubernatorial succession, ahead of the Secretary of State and State Treasurer

Requires Lieutenant Governor candidates to meet the same qualifications as Governor, except anyone who has served as Governor for eight successive years is ineligible

First Lieutenant Governor election would occur in November 2028 for an initial two-year term, with regular four-year terms beginning thereafter

Refers the proposed constitutional amendment to Oregon voters for approval or rejection at the 2026 general election
