Grants the Oregon House of Representatives power to impeach judges who initially received their position through gubernatorial appointment (under Article V, Section 16), even if later elected to the position

Allows impeachment for malfeasance, corrupt conduct in office, willful neglect of statutory or constitutional duty, or other felony or high crime, requiring a two-thirds vote of all Representatives to deliver impeachment to the Senate

Requires the Senate to try impeachments with the Chief Justice of the Supreme Court presiding, and conviction requires a two-thirds vote of all Senators

Limits judgment to removal from office and disqualification from holding any other public office in Oregon, while preserving separate criminal prosecution or civil liability

Refers the proposed constitutional amendment to Oregon voters for approval or rejection at the next regular general election
