Creates a County Review Board consisting of one representative from each of Oregon's 36 counties, appointed by county governing bodies and serving at their pleasure

Requires the board to convene within 15 days after each legislative session to review all enacted laws related to land use, natural resources, or forestry

Grants the board power to nullify any reviewed law if 20 or more of the 36 representatives vote to cancel it, with affected parties restored to their prior position

Prohibits the board from reviewing any legislation related to the state budget or taxes

Refers the proposed constitutional amendment to voters at the next regular general election, with initial board appointments due by June 1, 2027
