Amends ORS 807.750 to expand when private entities may swipe driver licenses or identification cards to verify age for any age-restricted good or service, removing the previous limitation that only applied when there was "reasonable doubt" the person had reached 21 years of age

Increases the minimum statutory damages for violations from $1,000 to $5,000, with actual damages available if greater, plus mandatory attorney fees for prevailing plaintiffs

Courts may award up to three times the damages amount for willful or knowing violations of the driver license swiping restrictions

Maintains existing restrictions on storing, selling, or sharing personal information collected from swiping, with limited exceptions for fraud prevention and check services
