Removes authority for state agencies, statewide elected officials (Governor, Secretary of State, State Treasurer, Attorney General, Commissioner of Labor and Industries), and the Judicial Department to directly file legislative measures with the Legislative Counsel

Requires all state agencies and officials seeking legislative changes to work through members or committees of the Legislative Assembly to request and introduce measures

State agencies may still file proposed measures by December 15 of even-numbered years, but must do so through a legislator or committee, and the measure must state it is filed at the agency's request

Repeals ORS 171.127 and 171.133, which currently authorize agency bill submissions and define "state agency" for legislative measure purposes

Takes effect on the 91st day following adjournment sine die of the 2025 regular legislative session
