Department of Justice must develop a grant program to fund community violence reduction in areas with disproportionately high rates of firearm violence committed in public by non-family members/non-intimate partners

Eligible grant recipients include community-based organizations, federally recognized Indian tribes in Oregon, and organizations focused on community safety, but explicitly excludes law enforcement entities

Grant funds may cover administration, capital projects, capacity building, training, emergency housing, direct intervention services, and stipends for participants in violence intervention programs

An oversight board including violence survivors, impacted individuals, prevention experts, and researchers must advise on grant applications and evaluate program efficacy

Grant recipients must report annually on fund usage, number of individuals served, and impact data; the program becomes operative January 1, 2026
